Urban Regeneration Is Not Only About The Demolition And Reconstruction Of Environmental Landscape, Nor Improvement Of Physical Environment, Nor Solve The Problem Derived From The Past, But Also A Processes Of Re-Integration And Re-Configuration On Old And New Resources Within A City, Which Is Deployed As A Fundamental Framework For Future Development In Taipei And To Provide Integrality And Competitiveness Toward Future.

 

Urban redevelopment exercise in the past emphasized reconstruction of physical building and environment, and concerned enhancement and revitalization strategies of derelict areas. However, a blue ocean strategy is urgently required to Taipei while facing the challenges of globalization, city competition and approaching new economy.

A catalyst or a hub for innovation is essential in a rigid urban development framework to trigger regeneration vision, which is termed as “urban regeneration station” or URS in its abbreviation. URS is a mission oriented, open-defined and society concerned strategy.

URS can be understood as a platform, a network or a movement. It is an urban peaceful revolution sparked by urban regeneration sectors. Each URS space is named by its door number, it can be recognized as a workstation, community space, information hub, lounge for coterie, exhibition hall, experience action, shelter for city flâneur, as you define.

URS, being an interface between space and movement and an anchor site for the present and future, extends as a new hub and network, directing to a creative milieu with positive attitude. The resources and potentials are embedded into an unrestricted Soft Urbanism.

4 Policy Objectives

To Embark On Area Regeneration

It aims to establish revitalisation mechanism for sites before redevelopment construction and offer urban redevelopment integration platform. Through advanced station of mission and mobility, the innovative action pattern of URS has pushed waves and urban regeneration.

To Introduce Creativity And Vitality

It aims to attract creative individuals and energy through providing resource, milieu and platform for free inspiration/ imagination on urban regeneration.

To Revitalise Community Network

URS is a base for visible and invisible community re-connecting and re-configure community and urban network.

A Sustainable Station For Regional Development

Distinct from regional development promoted by events, URS integrates local networks, induces creativity, and inspire area regeneration. Through tangible public space embedded sustainable development mechanism and creative platform.


Project Summary

The original point of the project is revitalisation of old and derelict buildings in urban area. It further integrates with folk creativity and cultural vitality, and transforms these buildings into URS sites. Two major axes, described as below, are public derelict buildings and private one.

Public buildings: Short, middle and long term partnership plans are framed according to the reuse schedule of public buildings including the state and municipal estate. They provide sites for short reuse and cultural activities and open to the public on the period before redevelopment. This category has 4 sites at the present.

Private Buildings: It focuses on spatial revitalization and beautification of private buildings before reconstruction with mechanism of government’s sponsorship on creative groups and bureaucratic assistance on events. Cultural resources and re-use possibilities are integrated through URS platform, and such sites are expected around the city and as accessible as street corner.

Governments response urban issues sincerely through the partnership between central government and local authorities on the aspects of urban development, finance and cultural fields.

Category II:Public Sector X Private Sector

This category employs private vitality as mainstream and assisted by public property. Private creativity derives from public sphere.

Category III:Public Sector X Public Enterprise Organisation

Through governmental leadership, property of public enterprise organization are transformed into running water sources of community regeneration.

Category IV:Public Sector X Civil Groups

Through governmental leadership, property of public enterprise organization are transformed into running water sources of community regeneration.

Category V:Public Sector X Schools

It introduces innovative knowledge from schools as a catalyst for positive urban development on the one hand, and grounds students’ capacity for public participation on the other.
